Bug 8520057 - 12.1.1 NLS PATCHING HAS INCREASED IN TIME OVER 12.0.4 
Follow the Note : 839978.1 (12.1.1 NLS Upgrade Patch 6678700 : Performance Installation Issues With XLIFFImporter Java Jobs) 
The issue is caused by the time delay spent in connection time within each Java job. 
Abort the session and apply the patch : 8576725
