Oracle Fusion Middleware 11g R1 patchset3 (PS3) i.e. 11.1.1.4.0 is now available for WebLogic (10.3.4 as 11g R1), SOA Suite, Service Bus (OSB), WebCenter, Enterprise Content Management (ECM), Identity Management (OID/OVD/OIF only), Portal/Forms/Reports and Web Tier (OHS, WebCache)

You should be on minimum 11.1.1.2.0 (10.3.2 for WebLogic) to apply 11.1.1.4.0 (10.3.4 for WebLogic)

High Level Steps to apply 11.1.14.0 Patchset to FMW 11.1.1.2/3.0
1. Stop Services
2. Upgrade weblogic from 10.3.2/10.3.3 to 10.3.4
3. Run Patch Set Installer (runInstaller or setup.exe) to upgrade FMW component (SOA, WebCenter or IdM)
4. Run Patch Set Assistant ($ORACLE_HOME/bin/psa) to upgrade database schema
5. Depending on Fusion Middleware Component you are patching, run post-patch tasks mentioned here
6. Start Services
