[OCI: Service Limit & How to Increase]
When you create a FREE Cloud trial account, Limits are set, meaning you can create only 1-2 Resources/ Service (VM, Load Balancer, etc )
While this is OK when you start but as you deploy business applications like RAC or Dataguard, EBS (R12), Peoplesoft, JD Edwards or HA & DR then you need to increase this limit.
