I have come across with this issue in a production environment which has multiple nodes where OAM will be installed. OAM setup in first node went smooth without any glitches. However, I have installed the OAM Identity Server and WebPass in second node without any issues. While configuring the Identity System Console, I stuck at the step of restarting the Web Server and Identity Server. While restarting the OAM Identity Server, I am getting the error mentioned below.

OIS Server stopped.
Starting OIS server …
Using Linux Threading Library.
OIS Server started with pid: 6765
[oracle@OAM_HOST_NAME bin]$ Engine did not initialize. Check /u01/oam/identity/oblix/logs/oblog.log for details.
Starting OIS server Watchdog…..
OIS Server Watchdog cannot run, because there is no OIS Server to watch.
Troubleshooting:
OAM Identity Server logs show that the DB profile connection has not been established properly while initialization and the error is shown below.
“Could Not Get any DB Profile used by idServer2 during initialization of DBManager. Please verify that there exists enabled DB profile for idServer2”
When I logged into OID and checked the DB profile for second identity server, it is missing. Only the DB profile for first identity server is present. To check this, traverse to the location <dc=oracle,dc=com>,o=oblix,obcontainerid=DBAgents. You can check for the identity server id that you have used while installing which will be missing.
Workaround:
While installing Identity Server, select the option”No” at the step “Is this the first Identity Server installation in the network for this LDAP directory server? If it is the first identity server you will be guided through the screens to setup the Directory Server.”
